District 7 Councilor Joshua Sam is a lifetime resident of Stilwell, OK, and a graduate of Stilwell High School. Sam, first-generational college graduate, earned his Bachelor of Business Administration degree (emphasis in Financial Planning) from Northeastern State University in Tahlequah. Joshua has worked with CNE, CNB, and Cherokee Nation with accounting and audit positions; and also working for Carson Community Bank as a Vice President.

Joshua has been married to Jessica Sam for 15 years, and the couple has four children: two sons, Skyler and Slade; and two daughters, Scarlett and Saydee.

Elected for District 7 in 2021, Joshua was reelected for his 2nd term in 2025. He has served as Executive and Finance co-chair from 2021-2022, and committee chair from 2023-2025. Mr. Sam was elected to serve as Secretary of the Tribal Council in 2025.

Joshua attends the Christian Worship Center in Stilwell. Additionally, he serves the community by participating on multiple civics boards that include the Stilwell Kiwanis Club, Stilwell Chamber of Commerce, Adair County Boys and Girls Club, Beyond the Trail Cultural Arts District, and Stilwell Soccer Club.
